There's plenty of meat in the testimony at this hearing. If there was a
consensus it is that potential new network providers are caught in a
squeeze between high programming costs for their tv offerings, diifficulty
in obtaining rights of way, poles, tower sites (Congresswoman Eshoo
referred to this as "putting socks on an octopus") and scarce/expensive
wireless spectrum. Moffett, in his usual doom and gloom manner, suggested
(in an echo of Susan Crawford) that this favors incumbents, who should be
carefully regulated and, where necessary, subsidized, He predicted that
falling tv revenue would lead to more expensive IP rates  The hearing
focused in some part on one specific underserved area - sparsely populated
Indian reservations. Google's Stringer looked to novel technologies to make
