The National Telecommunications Commission has posted a memorandum circular
last January 30 that will require ISPs to block child pornographic content
and websites in the Philippines.

This is part of the guidelines set forth to comply with the Anti-Child
Pornography Act of 2009 (Republic Act No. 9775).

With the implementation of the rules and regulations, ISPs will have to
install carrier-grade monitoring programs to identify and filter out porn
content. This could include websites and blogs that publishes porn content,
video streaming services that allows uploading and viewing of pornographic
video, file sharing sites and webcam services that facilitates the same.

The Philippine is one of the top countries for porn as well as primary
source for an emerging webcam child sex tourism. Last month, PornHub
reported that the Philippines ranked #15 in global mobile traffic to their
site.

In 2008, we also reported that the Philippines ranked #8 in the world for
porn revenues.
