At 10 AM EDT the U. S. Court of Appeals (DC Circuit) in the matter of IBS
(Intercollegiate Broadcasting System) v CRB (Copyright Royalty Board)
found in favor
of IBS.

The Copyright Royalty Board was unconstitutional because of the
Appointments Clause at
the time they ruled on the rates for noncommercial webcasting for the
hundreds of
school/college radio/webcasters members of IBS.
