Ian Hargreaves was a report commissioned by the UK government into how the
UK could improve its economic position by adjusting copyright law and/or
its administration. One of his most important proposals was to float the
idea of a ‘Digital Copyright Exchange’.

Robert Hooper was asked to do a Feasibility Study on this idea and has
called for evidence.
