When the FCC's Open Internet Order adopted Title II as a means to implement
Net Neutrality, they undertook to forbear any of Title II's pricing powers.
Republicans are not content with this, especially as zero-rating and data
caps appear to be end runs around NN, and are already attracting FCC
attention. H.R.2666 is designed to put such forbearance into law, and has
wended it's way through subcommittee to the full committee. Today's vote
was to send it to full House. As you might imagine the bill is
controversial, with some Democrats suggesting it will eviscerate the FCC's
ability to act in the public interest.* I've edited out all the "I yield my
time" and "gentlemen" and "gentle ladies" etc from the videos below so that
a viewer can better follow the arguments.* The McNerney one is brief and
tackles the public interest angle. The zero-rating comes up about halfway
through the Walden section, which also includes a lengthy dialog on the
meaning of the word 'rate' during which at one point Rep. Lujan pulls out a
vintage Webster's Dictionary for emphasis! Clicking through to the YouTube
descriptions will give you speaker indexes. Votes were pretty much along
partisan lines, with the Republicans winning all.
