FCC Chair Tom Wheeler's remarks at Brookings were more favorable. Noting
the many social benefits high speed Internet access brings to society, he
called for expansion of programs to bring connectivity to all, including
subsidies and competition. He also emphasized open networking - and it's
history way back to the birth of telegraphy, a subject upon which - it
turns out - he has written a book
